From the emergence of 'il Brigantaggio' the Italian government feared as it seemed as though a real civil war may have occurred. The Italian government panicked and were forced to employ around 120,000 soldiers in case of a rebellion. As thought by the majority of Italians the 'il Brigantaggio' were not 'common criminals' but an army of rebels who just wanted to see justice. The southern farmers did not know their knowledge of political rights and sat in silence and misery for many centuries and could not imagine any change. The core of the 'questione meridionale' was the lack of confidence of any form of protest. In 1865 'il Brigantaggio' were defeated by the state.              Emigration was one of the biggest phenomena of recent history due to the effects and suffering that was surrounded with it. Emigration was seen initially as something spontaneous and a solution to the 'Questione Meridionale'. Throughout the years 1880-1920 emigration was at its highest point. The 1900's was a huge period of change and development in Italy. The Italians who took part in tis immigration, who were facing a journey to an unknown land, were malnourished, owed money, were sometimes promised false things by emigration agents. Many Italians from the South had hoped the poverty would end after the unification. After the unification the North was advancing while the South was not, Northern Italy became a producer of silk and exported it all around Europe. On the other hand the South was making no advancements which forced the people to take action and move to try and make a better life for them.
