). It seems logical because this expression reflects the main essence of democracy – actual power of the people. On the other hand, there are a lot of other opinions where democracy can be considered as political system which implies the existence of certain values and principles. For instance, according to Kaplan (1997) any society is not able to have a successfully operating democracy if it cannot provide basic civil and human rights. This point of view also seems very convincing as it was exemplified by the experience of democracy in Sudan. After revolution and overthrow of military regime there was an attempt of democracy foundation which followed by year of free and fair elections. Unfortunately, it led to anarchy and then one of the most brutal tyrannies in the history of this country. As it was suggested by Kaplan (1997) the possible reason was that the majority of the population was uneducated and illiterate (only 27 percent of the population could read). So, now it is possible to state that until there is no reasonable conditions for regime's replacement, democracy can lead not only to risks but also to the destruction. .
             For the state stability in democratic regime it is necessary for citizens to fulfill the decisions of government, even if they cannot support them (Neubauer, 1967). Democracy means that the minority has to subordinate to the will of the majority, the change of power takes place peacefully, and the opposition is not only has a right to express public disagreement with government policy, but also has to operate strictly within the law (Ibid). Consequently, one of the most important conditions for the stability of democracy is its legitimacy in the eyes of the citizens. The legitimacy of the democracy can be justified by its value and the equality of all participants in the process of public management (Warren, 1999). An important role is played here by the presence of a common core of values ​​that can come to an agreement on the principles of political behavior.
