There have been different ideas as to how to stop people from texting and driving. But, to really have a direct impact on everybody that drives a vehicle, everyone should be made to go through the process of renewing his or her driving license. This is not just so the person can show he or she can drive a vehicle, but to educate these people as to the dangers of texting and driving. Each person would have to take a six week course on educational driving theory that would end with a test to show understanding of the laws of the road and would also have to pass a strict driving test. If a person is able to pass those two parts, as a part of the process of getting a driving license, the applicant must sign a contract with the state agency concerning the use of cellular telephones while in the car. The contract would be a standard contract stating that a driver must never use a cellular telephone while driving. This means any type of cellular telephone usage which includes texting and driving, of course, but also using the telephone to talk to someone on the phone. The driver of the car would be prohibited from using the cellular telephone to make and/or receive any telephone calls. The driver would also be prohibited from accessing the internet, driving assistance program or anything that would distract him or her from the actual duties of driving an automobile. The state would have the right to randomly stop and inspect the cellular telephone records of the driver. If the driver's cellular telephone would show any kind of usage while on the road, they would face charges from not only the law enforcement agency which stopped the driver, but would also face penalties from the department of motor vehicles of that state. Moreover, if the driver is still a minor, under the care of an adult or using the car of a parent or someone else, not only would the driver of the car would be penalized, but also the owner of the car would be penalized.
