The resources and ability has always been available to be used to create a system that treats all of us. The problem has been in the public eye for many years. The problem has been how to implement the process effectively. The middle and upper class have had little issues during the years without a solid plan. The less affluent and self-employed have carried the largest numbers that have the least insured and the least amount of access. Being poor is not a simile for being sick and not having access to affordable care.

The individual mandate, officially called a shared responsibility fee, is part of what is known as the individual shared responsibility provision. The provision explains that The federal government, state governments, insurers, employers and individuals are given shared responsibility to reform and improve the availability, quality and affordability of health insurance coverage in the United States. Starting in 2014, the individual shared responsibility provision calls for each individual to have minimum essential health coverage (known as minimum essential coverage) for each month, qualify for an exemption, or make a payment when filing his or her federal income tax return.(Obamacare guide 2014).
