It was proposed to enhance free competition, give workers the right to unite, and strike if necessary, along with the outright statement that the labor of a human is not a commodity. In 1914 Congress established the Federal Trade Commission in order to investigate and prohibit the wrong-doings of business activity such as fixing the prices of products and monopolistic practices. This system was supported by business leaders as a way of restoring corruption that occurred in the economic marketplace and was seen as a better alternative than some more controversial proposals. These laws all moved the United States in a progressive manner.
