Effects of Freedom



             Mill's second utility is more dependent on individual. It takes human character, creativity, originality as basics in an other word it is the largest sense. There is a bridge between the first and the second utility that humanity must past. Human as a progressive being develops itself from first to second utility. This development is called "free development of individuality-. This development has three steps. For Mill first step is limitless freedom and it is insecure but the other two steps are to avoid insecurity. Second step has limits and there are means for human to develop itself Education is a mean that humankind must use. All institutions are mean of education but they all have their own rules for controls. Second step is still immature because there a still outside forces that effects freedom. Third step is the end point and it is the point of total liberty. At this point human uses its own character and creativity to control him/her self. For Mill his first utility( second step) supports the second utility in another words the end but there is a conflict in his ideas. "Social contract- is a mean which must be used for a while to reach maximum liberty but there is no maximum liberty on world. Although MÃ"ll says that European countries had reach to end point there are still norms, laws and rules in European countries. People see themselves free with limitations it is like Nietzsche's metaphors that are accepted as true but only self persuade. .
             It is impossible for every human kind to develop till end so it seems as an utopia. Peace in every country over the world depends on social contracts where people make sacrifices from their freedom and get under the control of majority to live secure. In republics major powers are in control or "those who succeed in making themselves accepted as the majority- ( J.Mill). When majority of the power goes beyond their limits a new threat appears which is the threat of "tyranny of majority.
