The Generals of the United States were so sure that the Japanese would not launch an attack on Pearl Harbor, so they did not have the sense of urgency to think of a plan. Out of all the characters in the movie, the only actor that had foreseen the outcome of the bombing on Pearl Harbor was Admiral Isoroku Yamamoto. Admiral Isoroku Yamamoto and his predecessor, Zengo Yoshida, were both against the idea of war against the United States since they have known that it will just end up as a disaster. Admiral Yamamoto knew that the Japanese stand no chance towards the Americans due to the knowledge and education he acquired when he studied in the United States.
