Gorbachev's Half-Measures



             When Gorbachev came into power his plans for reform were ambitious and vast. So, what categorized his reforms as "half-measure"? During Gorbachev's time of rule, Russia was economically stagnant, people were starving due to poor harvests, corruption was rampant and relations with the West were declining fast. Gorbachev had to come in and move mountains. Being an educated man, Gorbachev knew this and had a plan, but he created one that took Russia into a dark tunnel without being able to see the light at the end. In other words, the people and he himself did not see where it was going to end up for sure; he just believed in his plan to have a good outcome. The battles Gorbachev fought were fought by, "swashbuckling jabs with a flimsy sword" (Yevtushenko). During the era of his rule reforms either had to be taken place and seen all the way through, or not taken at all. Gorbachev's indecisiveness came from not taking a well-defined path. One of these paths was to change Russian society and culture as a whole, and the other is to make reforms to strengthen the way it is. What it means to make "half-measures" in the era in which Gorbachev ruled, meant policies getting out of control, a lack of understanding the direction, opposition and ultimately, destruction. .
             The first of Gorbachev's reforms and basically his strategy as a whole was called Perestroika, meaning "restructuring". Initially this was only referring to the restructuring of the economy with the key point being, "to find a way compatible with socialist principles to reduce the role of central planning and administration and allow the managers of factories, mines, and farms room for initiative so they could increase productivity" (Soviet Colossus). Why did perestroika as a whole fail so miserably? First of all, when it comes to the economy, Gorbachev did not make the plan to remake the Soviet system he merely wanted to modernize it.
