             Branching off the idea of POP, John E. Eck and William Spelman created the SARA model. This problem solving technique stood for four specific steps that they suggested police should use when in the act of using problem oriented policing. In the Newport News, the SARA model was first introduced. This form of law was created to look for different ways in recognizing the problem. .
             The first step of the SARA model is scanning. Scanning means that police, within their area to patrol, should recognize every problem at hand and put each one into perspective. The next step after scanning is called analysis. This step is used when the problems have been identified and some need to be looked into further. In doing this, many databases are utilized to come to an understanding of how to put an end to the crime. The next step of the SARA model is response. This occurs when all of the careful investigation is finalized. During this step, the officers put an intervention stage into effect in efforts to seize the issue. The last stage is referred to as assessment. In this part of the model, everyone involved takes a step back to assess how the intervention went and if further actions need to be taken. .
             Even though POP seems like it is a flawless plan, it has some hiccups and it does not work every time. Ten interventions were recorded just to see if problem oriented policing actually works. These interventions revealed how to utilize all that POP has to offer, but having all of these attributes does not mean that it will work 100 percent of the time. .
             The first intervention being dealt with is from the Baker and Wolfer study. The problem at hand was that civilians were drinking alcohol in public parks, using drugs and vandalism. Enforcing a curfew, removing many pay phones used for drug deals, and patrolling was how this was dealt with. The next intervention was from the Braga et al study. Many hot spots rose due to assaults, robberies and street fighting.
