A man by the name of Herman Goldstein saw a problem with where police forces had their focus on. He believed that police should worry about what they are actually sent out to do, not about small issues involving employment and organization. Seeing this as such a large problem, Goldstein began to step in, spread his knowledge and findings with people of a higher rank than him. Goldstein did this because he wanted to prove a point and put the officers focus on the greater problems at hand. In efforts to replace standard model of policing, which was the main reason as to why Goldstein decided to step in, he presented an idea that people took very well to. The idea Goldstein had was to put in effect a new method that almost forced police to be more upbeat in trying to target crimes at their roots in efforts to stop them more efficiently. He had called this scheme problem oriented policing or better known as POP. .
Problem oriented policing does something very unique that was never done before. It emphasizes its demand for police forces to bring all of their attention to actual crimes, not simple tasks that forces provide a specific job for. Officers have too much on their hands as it is and to worry about simple, everyday troubles is almost like not even having a police force at all. Problem oriented policing, allows the community to get involved also. If a police force sees a steady crime or problem occurring in one designated area, the townspeople may step in and create specific groups designated for these crime areas once everything is safe. These groups are put into play to keep people well aware of the problems at hand that some communities are facing and to take a load off of police officers shoulders. This is an act to create a bond between the community and their law enforcement. Each play an important role and enforcing this style of policing will only create a better atmosphere to live.
