The difference in the Capitol and the Districts of Panem are so great that it can be said those from the Districts are cavemen in comparison to those of the Capitol. We become aware of vast differences in almost every aspect of life when Effie is looked at like an alien solely based on her appearance and accent when she travels to District 12 as their representative to bring to tributes back to the Capitol. However, it isn't until Katniss arrives at the Capitol for her to take in how different the Capitol and its' people actually are from her. The people of the Capitol are wealthy and therefore have no financial hardships, unlike the majority of the population that live in the surrounding 12 districts. This is the main reason behind the drastic differences between the populations and why the both look at each other as if the other is from another planet. The people of the Capitol have made the way they look the most important part of their life. The main difference between the Capitol and surrounding Districts is the way the people of the Capitol present themselves. We learn that it is extremely common for them to dye their skin and hair, wear outrageously colorful clothes, wigs, and even have surgeries to have whiskers implanted on their face. Almost all of the Capitol's people look like this, one exception being Katniss' stylist Cinna, who is Katniss' only real friend from the Capitol who gives her the confidence she needs to win the Hunger Games. Cinna doesn't wear the type of clothes that the rest of the Capitol, however he does wear gold eyeliner, which is enough to tell that he lives in the Capitol. Although he does have the accent that the rest of the Capitol has, it is thought that he may not have been born in the Capitol since he lacks the appearance of a Capitol resident. Katniss is very poor and isn't wearing nice clothes when she arrives at the Capitol, which plays into the stereotype that the Capitol has made on the District's population.
