The United Nations Convention on the Law of the Sea


According to Part XII of the Convention on the Law of the Sea (articles 192-234), which is entirely dedicated to environmental concerns, the counter-signers have the general responsibility of protecting and preserving the marine environment (article 192) by controlling the pollution of oceans and to accomplish that purpose these countries are required to apply the measures concordant to the convention
             (United Nations 2012, pp. 7-2). .
             Pollution Prevention.
             Pollution of the marine environment is defined by article 1 of the Convention as "the introduction by man, directly or indirectly, of substances or energy into the marine environment, including estuaries, which results or is likely to result in such deleterious effects as harm to living resources and marine life, hazards to human health, hindrance to marine activities, including fishing and other legitimate uses of the sea, impairment of quality for use of sea water and reduction of amenities." (United Nations Convention on the Law of the Sea 1982). .
             Article 195 of UNCLOS III, obliges the participant states to "prevent, reduce and control pollution in the marine environment" (Hollis 2013, paras 41). Meaning that the countries have the responsibility to avoid and minimize contamination in the seas and nations are forbidden to transfer toxic wastes from the waters of one country to another's. Through the following articles (197-201) participant states are encouraged to celebrate regional understandings related to marine environment protection and to establish the obligation to alert the regional counterparts about forthcoming risks or actual damage to marine resources from pollution. Another obligation to the nations is working together on regional plans to prevent marine contamination, to prepare emergency strategies to respond to any marine pollution incidents, sharing information about pollution and using scientific criteria to conform their common regulations (Hollis 2013, paras 42).
