Understanding that, the infrastructure of a nation relies on communication now more than ever. The lifeblood of a nation revolves around its ability to bring information to entities at a rapid pace. As the global community becomes smaller through the use of communication the international government organizations has had a management entity that has existed almost a century before the internet was established. .
             The History of the International Telecommunication Union.
             As was mentioned in the previous page, each nation has had the responsibility of managing many of their own infrastructure concerns. As the international community has grown closer, a need for standardization in many things have had to take place. A classic example has been the use of Morse code for those traveling on the high seas to use as a form of communication. Even over time as radios and the ability to enhance signal were made better through the generations, the ability to communicate through Morse code was still an expectation. It was recently that Morse code was no longer a communications platform that these travelers had to know. So having a standard regarding to the code was essential. .
             The first take on an international agency chartered with the responsibility for such standards was the International Telegraphical Union. The establishment of this office aided in bringing about nations and their agreements with neighbors and allies to an international standard. "To simplify matters, countries began to develop bilateral or regional agreements, so that by 1864 there were several regional conventions in place. There was a need for common rules to standardize equipment and to facilitate international communication.
