Acid rain is caused by air pollution. Chemicals released into the air cause rain, snow and fog to be more acidic than usual. Power plants that burn coal and fumes from cars" exhaust pipes make the matter even worse. Deforestations have been a problem for many years now. The acts of clearing forests and destroying natural recourses have left trees barely standing. Global warming caused by carbon dioxide and the greenhouse effect has also contributed to the dilemma (BBC, 2000). .
             During the three decades, the issue of great global concern has risen. Environmental laws and treaties have been used as a primary mechanism to promote a better ecosystem. Many accords and treaties of saving and preserving the environment have been mentioned and introduced in many ways to different nations around the world. The idea of a simple brake on industrial pollution has worked in some ways. In Europe, new laws gave fines for industrial pollutions and were enforced in order to cut down the pollutions. Years ago, the Swedish government had even gone farther, making their goal to try to clean up the skies by imposing a tax lined to the carbon dioxide emissions of commercial aircraft (Time International, 1991). This was one law and effect that seriously punished sky borne polluters. Quebe Environment Minister Andre Boisclair asked business leaders to use the Kyoto Protocol, a treaty to cut down air pollution and carbon dioxide, one of the main causes of global warming, where businesses can save and make money (Lalonde, 2003). .
             Negotiators have tried to reach a consensus on a global warming treaty (Revkin, 2000). More than 170 countries have drafted the proposed treaty, Kyoto Protocol, in 1997 and the session here was intended to make it in clear print. If enacted, the treaty would commit three dozen industrial countries to cut their "greenhouse-gas emissions by 2012 at least 5 percent below the levels in 1990.
