             In a survey conducted by the Office of Juvenile Justice and Delinquency Prevention, it was found that half of the respondents reported that obtaining a handgun would be "little" or "no" trouble if they wanted one. Among those who claimed they had carried a hand gun outside their home in the past 12 months, nearly half (48%) reported that they had been given or lent the gun by a family member or friend and 6% revealed that they had stolen or traded something for the gun. Another 35% said that they had bought the gun, most commonly from a family member or friend(Ferro, 2001). For example, within days of the Columbine tragedy, authorities had learned that three guns used in the massacre were purchased a year before by Delon Klebold's girlfriend shortly after her 18th birthday. On May 3rd, felony charges were filed against Mark E. Manes, 22, for admittedly selling Eric Harris. The TEC-DC9 semiautomatic handgun used in the shooting (Gibbs, 1999).
             Many firearms move rapidly from first retail sales at federally licensed gun dealers to a black market that supplies juveniles with guns that supplies juveniles with guns (Ferro, 2001).
