As stated before, the Netherlands is a constitutional monarchy. The current monarch is Queen Beatrix of the House of Orange-Nassau, which has ties to the Netherlands that date back to 1403 (OWotR). The Monarch holds the position of Chief of State. She seems to hold more power than would be expected of a parliamentary system. The monarch is inviolable and the ministers are responsible for the affairs of the government. All acts of parliament and Royal decrees are signed by the monarch and the ministers. This allows her to make the equivalent of executive decrees except the ministers take responsibility for the decrees.
The Prime minister is the Chief executive in the Netherlands. He presides over the cabinet, but also serves as the Minister of General Affairs.
