For a country that took on the role of policing the world, very little authority has been exercised to reprimand Israel other than talks at tables that have often proved worthless rather than sanctions or military force. It is believed that initially the U.S. saw Israel as an ally within the Arab nations that at the time of the cold war were more open to Soviet Union than U.S. Taking this information into account the question begs, is there no limit to which an ally may out live its efficacy? Especially considering how many years Israel has maintained strife in the middle east after the cold war.
             Another example of US questionable law enforcement would be the Rwandan genocide. This is a tragic event that was allowed to escalate to ghastly proportion without external intervention. In 1994 Rwandan tribal tension climaxed as the Hutu majority forcefully declared political power from the Tutsi minority. Research shows that all it would have taken was the mere show of military force to stop the movement. President Clinton deliberately did not address the issue as a genocide so us to avoid any involvement.
             The horror of the genocide shows the extent to which the society was poisoned by years of tribal animosity in Rwanda. Rwanda was left alone to rebuild what was left of its society. They did so by conducting mass trials. Some people, like rural farmers guilty of manslaughter were released to return to their villages. The same villages in which they killed neighbors, men women and children. The integration with survivor victims and killers has served a fundamental part in forgiveness so as reconstruct the nation as one.
