             The United Nations also makes other peacekeeping efforts, with varying success. These roles that the United Nations play effects the world politically, socially, and economically. This further proves that the United Nations is an international actor. Another role of the United Nations is providing an open and passive forum for members to speak their points of view and negotiate differences. Diplomatic intervention is also a role played by the United Nations. The United Nations assists and encourages countries to settle disputes peacefully. Inquiring facts, encouraging negotiations, suggesting possible solutions, and acting as mediator are the most common ways to settle disputes. If the situation is more serious, a panel may be used to find a cooperative solution, and they may even submit the dispute to an international court. Because war is political, and avoiding war is a role of the United Nations, the UN is an effective international actor. This is further evidence that the United Nations is an international actor. .
             The United States has not been a major participant in international events for very long. After World War II, the United States slashed its military spending even further and demobilized most of its troops. However, defense spending rose again (24 percent) between 1965 and 1970, and those in the military rose to over three million. After the Vietnam War, military spending plunged once again. As the cold war era began, military spending was on the rise once again. Today, there is still a debate over whether or not United States military spending should be increased. There is ample evidence that the United Nations believes that the United States should not be spending any additional funds on their military.
