The law is not always going to be able to control all people. Just because a law is made that does not mean that people will follow it in a lot of case people might not know that they are breaking the law. So there fore the law has to be well known well publicised and when people are court breaking it should be expected that they will be made an example of so that more people are made aware that what they are doing is wrong. You can't expect everybody to know every law that was ever created in Australia because it would be impossible, but we are expected top know the laws that relates to us and our activities. Also the law has to be clear, in the way that is written so that it cannot be twisted and only has one meaning. Also for a law to be effective it has to be acceptable and way over the top, if it is to outrageous and completely unacceptable people will simply ignore it and defiantly not obey it. For a law to be acceptable it has to reflect the morals and the values of the community. Consistency also plays a big part in deciding if a law is effective or not because if it is not consistent then it is unfair. In deciding on a case the law enforces have to be consistent they can not let off a mater and then charge someone 5 minutes later who committed the same offence 5 minutes later.
Non-legal rules are rules that are set for certain people and not all of society for example certain rules would apply to the participants in a netball match but would not apply to those who are watching. Also you could say that non-legal rules are ones that are set by your parents you must follow these rules and will be punished if you break them but they do not apply to everyone. .
Legal rules are laws, which means that everybody must obey them. They must be well known and also they must be unambiguous and clear so that people will not interpret it the wrong way. Legal rules fall into two categories civil and criminal.
