             What is Administrative Reform?.
             Gerald E Caiden describes administrative reform as the "artificial inducement of administrative transformation against resistance". He adds that administrative reform is power politics in action; it encloses ideological rationalizations, fights for control of areas, services and people, political participants, power drives, campaign strategies and obtrusive tactics, conciliations and concessions. .
             Administrative reforms have been precipitated by natural disasters, military defeats, civil disturbances and economic crises. Increasingly, explorations for reform of the administrative machinery are instigated after a change of government. Wherever the impetus for reform may come from, and whatever the objectives, the underlying assumption in the wake of a reform initiative is that there is always a better alternative to the status quo, though it's not compulsory for the resistance to follow, as put forward by Caiden.
             Why the Need for Administrative Reform?.
             Government needs to improve together with society.

             The main rationale of reform is to make government more receptive to society's needs. People want government that accomplishes more and costs less. The public's needs are promptly changing as societies become more diverse, versatile and disjointed. Furthermore, technological progress and a more well-informed community generate new opportunities and expectations. The velocity of change is quicker than ever so much so that government cannot rely on one rigid set of solutions, but instead need to learn to pay attention to the ever shifting demands and innovate to find suitable solutions. Thus, much of current public reform is an exertion to meet society's needs by providing improved, faster and more services from the government.
