It can be determined from the tapes that Iraq was definitely concealing weapons and other materials that should have been shown to the inspectors or destroyed. The parties in the conversations spoke of evacuations, forbidden ammo, and modified vehicles. The Iraqi government tried to be careful in hiding things and moving things out to avoid having them discovered by the inspectors. Powell stated Iraq has practiced this policy of evasion and deception for twelve years. Powell's audio evidence was convincing. He definitely proved the Iraqi regime was being deceitful and noncompliant. .
             Secretary Powell showed satellite photos proving banned materials had been moved from a number of Iraqi weapons facilities. Some of the photos depicted munition bunkers containing active chemicals prior to the inspection team arriving. Powell suspected the Iraqi government was tipped off about the inspections. Pictures were also shown of ballistic missile sites in which cargo trucks were monitored moving the ballistic missile components. Other pictures displayed biological weapons facilities and the denial of U-2 reconnaissance flights. The photographic evidence was strong, but not as strong as the audiotapes. The photographs were difficult to understand without special training in analyzing them. However, Powell did make mention of this fact. .
             Secretary Powell also had testimonials as a source of information. The U.S. government was told that Hussein warned the Iraqi scientists of serious consequences if they revealed any sensitive information to the inspectors. Hussein interfered with the inspector's interviews, thus directly violating the resolution agreement. Dr. Blix, a member of the U.N. team, reported that the 12, 200 page declaration Iraq submitted to the Council was "poor in information and practically devoid of new evidence." Iraq is purposefully trying to ensure that the inspectors fail to find anything.
