            HUMAN RESOURCE MANAGEMENT PHILOSOPHY.
             My philosophy of human resource management is strongly influenced by an analytical systems approach to organizational theory. Human resource management requires an on-going assessment of both external and internal factors that might effect a school district's ability to provide a quality education to all students. External factors which might effect the school district can include such items as the availability of personnel, changes is law affecting human resource management, or public opinion concerning a variety of educational issues in the local community. It is impossible to manage and maintain the appropriate human resources without assessing the numerous external factors impacting a school system on an ongoing basis. Human resource management also requires the ability to analyze the internal components of the whole system and to find avenues to use personnel in the most efficient and effective manner possible to provide a quality education to all students. .
             The analytical systems approach in my philosophy helps provided the tools and structure I need to define the organizational tasks needed in Human Resource management. Still, in developing a philosophy, I find myself attracted to the "humanistic" elements. All my years of listening to students tell me that young people are more willing to learn from educators that listen and demonstrate genuine concern. It is this human element in education that adds depth, hue, richness, texture and real life to textbook knowledge and creates the master teacher. So, perhaps it is young people who have taught me that having tools and structure is great, but there must also be some "humanistic meat" laid upon any educational philosophy I develop. Human resource management in the educational arena becomes more than the necessity of obtaining adequate personnel; it becomes finding that particular individual that will make a young person want to learn.
