In Gore's $115 billion Education Reform Trust Fund, Gore plans to modernize up to 6000 public schools. Gore's goal is for all students to attend modern, well-equipped schools. Gore also proposes a voluntary high quality preschool available. The Early Childhood Educator Professional Development Initiative would provide early childhood educators with professional development opportunities. Gore vows that if elected, he would connect every classroom and library to the Internet, make the best educational software available to every school, and make a national effort to provide basic skills in new technology and computer literacy for every child by the 8th grade. Gore strongly emphasizes raising educational standards for every child. Gore wants to shut down failing public schools and rebuild modern ones. Gore is against school vouchers because he doesn't want to use the state's money for public schools by forcing them to offer vouchers to private schools. Gore would rather invest in the school rather than spend that money on vouchers. Gore wants to give the local school more choice and more control.
             Environment.
             Gore wants to keep waters clean by prohibiting oil and gas drilling off the Florida and California coasts and do more cleanups in the Great Lakes. Gore has proposed making the next ten years the "Environmental Decade," in which many measures would be taken to combat the many environmental issues facing the world today. Gore would focus on the cleaning of air, water, and soil. He would protect rivers, forests, wildlife, and public lands. Gore has put a lot of emphasis on promoting new energy sources that would curb global warming. His Energy Security and Environment Trust focuses on clean, more reliable energy. Gore has methods of attack for climate change, greenhouse gas emissions, smog, and ozone depleting chemicals. Gore doesn't believe that he must choose between the environment and economics: he says they depend on each other.
