             According to Devaney and Stuart (1998), the origins of the school breakfast program were authorized by the Child Nutrition Act of 1966, and the program started as a pilot program to provide funding for breakfast in poor areas and areas where children had to travel a great distance to school. The purpose of the program was to provide a nutritious breakfast to children that might not otherwise receive one. In 1975, the program became permanent. According to Christie (2003) 36 states either have their own legislative requirements related to the school breakfast program or provide state funds for school breakfasts. The increasing number of schools with the programs leads to the effectiveness of the programs. Schools must also adhere to certain nutritional guidelines. According to Matsumoto (1993) a study conducted by USDA's Food and Nutrition Service (INS) in 1992 found that school breakfasts offered in elementary and secondary schools were high in nutritional quality and balanced across a number of key nutrients. .
             One setback that can be found with school breakfast programs is the number of school children that are actually utilizing the programs. Since the origin of the school breakfast program lies in providing breakfast to children of low-income families, many may feel ashamed to participate in the program, but there are ways in which teachers can get involved with getting children more involved with the school breakfast program. Curriculum Review (2003) suggests nineteen tips for increasing school breakfast participation. Some of the tips are: for teachers to hold a contest between homerooms to see who can achieve the highest breakfast attendance, and give out awards or have the losing classroom make breakfast for the winners, or decorate the cafeteria.
             Aside from the parent, the intentional teacher should play an active role in stressing the importance of the school breakfast program to their students.
