A feature film does not reflect the truth; it shows a constructed and narrated world. In order to create this world, it has to regard the conventions, rules, myths and ideologies of the society from which it was born. In addition the medium itself has restrictions. Film institutions have political interests that determine which films are made, and which films are seen by an audience. The idea of the nation sets a set of rules of ethics and moral, and thus defines what is American. If one possesses this identification one can gain political power. .
The National Theater Owners Association the president, William Kartozian, announced a renewed commitment by theater owners nationwide to apply stricter methods for restricting minors from attending R-rated movies. In his address, Kartozian also declared a desire to work with "any interested organizations to develop additional educational programs designed to enhance the ability of parents to make informed choices about the movies their children see." 1. 35 out of 44 randomly selected movies rated R for violence were marketed directly at children under age 17. .
2. Ads for 83 out of 118 video games rated M for violence were targeted at the same age group. .
3. 54% of 395 movie theaters selected by the FTC permitted minors unaccompanied by an adult to purchase tickets to R-rated movies. .
4. A check of retail stores that sell video games revealed that 85%sold M (Mature) games to minors. .
5. The video rental industry faired well in the FTC report since invoking a voluntary "Pledge to Parents" about one year ago. Under the pledge, video storeowners promise not to sell or rent R-rated videos or M-rated games to minors without parental consent (Dove 1) .
Theatre owners voluntarily enforce the guidelines. Currently, about 85% of theatres in the United States subscribe to this system and will not admit individuals under seventeen to R-rated movies without a parent/guardian present.
