The second issue is the fact that the Athenians do not exclude foreigners. In Pericles speech he said, " We throw open our city to the world, and never by alien acts exclude foreigners from any opportunity of learning or observing." (p. 29) The Athenians do not exclude any from learning or observing them. Even if by doing this the enemy may profit from it. They do not close their doors to aliens. This can be dangerous because in doing so they are risking that the enemy has a chance to observe them. This leads the enemy to become familiar with Athens and therefore having some knowledge of them.
This issue is familiar with the United States. The United States institution allows immigrants from all over the world to come to the United States. We are the melting pot. People from all over the world have come to the United States to better themselves. By the United Stated doing this we are letting the enemies profit. We let many people in and we let the wrong people in. As we all know the incident of 9/11. We let foreigners in and they terrorized our country. .

This issue does have some differences. The United States has U.S. borders. It only lets certain amount of people into the United States. The laws for getting a visa have gotten harder. Due to the incidents of 9/11, it has gotten very hard foreigners to come and visit the .
United States. Laws are getting very strict on who can come and visit and who cannot. I know in the Mexican borders it has become very difficult to acquire a visa. .
The issue I will mention is the fact that Athenians let people advance in public life and their social standing does not get in the way. In the funeral oration, Pericles says, " If we look to the laws, they afford equal justice to all in their private differences; if no social standing, advancement in public life falls to reputation for capacity, class considerations not being allowed to interfere with merit; nor again does poverty bar the way, if a man is able to serve the state, he is not hindered by the obscurity of his condition.
