At first, the FLQ targeted only government structures, buildings, and property, bombing things such as mailboxes. This was all with the intent of getting their voice heard and gaining support. Unfortunately for the federal government, the FLQ was gaining support in Quebec.
             Then, on October 5, 1970, the FLQ took their terrorism a step further, in the start of the October crisis they kidnapped "British Trade Commisioner James Cross from his home in Montreal" (Gwyn, p.108) and they started making demands. These demands included the release of the FLQ members who were in jail for previous FLQ bombings and that the FLQ Manifesto be read on TV and over the radio. At first, the federal government did not do much. But they did allow the Manifesto to be read on TV, the Quebecois started to see the FLQ as "Robin Hoods robbing to give to the poor."(Gwyn p.108).
             Then again, on October 10, the FLQ kidnapped "Quebec Labor Minister Pierre Laporte"(Alward). In the federal governments eyes, the FLQ had crossed the line. When the Quebec premier Bourassa was about to negotiate with the terrorists, Trudeau's attitude towards the terrorists group hardened and he placed Quebec in a secondary status -meaning that the federal government had total and complete control over Quebec. He then invoked the War Measures Act-possibly the most controversial thing he had ever done-which suspended civil liberties all over the country and gave unlimited powers to police and the army to arrest anyone whom they suspected of anything. The War measures act made membership in the FLQ illegal and it banned their political rallies. As a result of the War Measures Act "almost 500 suspects were arrested."(Gwynn, p. 108).
             This was the first time in Canadian history that the War Measures Act had been invoked in peacetime.
             Because of the sheer magnitude of the War Measures Act, many people were skeptical as to whether it was really necessary.
