Before Presidency, TR (Theodore Roosevelt) made history on San Juan Hill. He was a larger-than-life figure who gave our nation a larger-than-life vision of our place in the world. Part of that vision was formed on San Juan Hill. His Rough Riders were made up of all kinds of Americans from all varieties of life. It consisted whites, but mostly blacks. They were known as the "Buffalo Soldiers". They were considered unpolished and undisciplined, but they were true citizen soldiers. By taking San Juan Hill, eventually they forced the enemy fleet into the Battle of Santiago Bay, where it was routed. This led to the Spanish surrender and opened the era of America as a global power. (Princeton Hall 503) It changed the course of the Spanish-American War.
During his presidency, Theodore Roosevelt focuses on foreign policy. His actions, again, changed the status of the United States as a world power. He pushed for a program of shipbuilding and sent his white navy around the world. To test out his new navy, he won the revolution in the Colombian province of Panama. This evolved a new foreign policy of imperialism, which he began to adopt the West African proverb, "Speak softly and carry a big stick".
