Not only can on of high social stature see what goes on in a world where Panopticism is supreme, but anyone can exercise their right to see what goes on in public places that are ran in a "panoptic" manner. Not only is it a right through Panopticism, but also one can be sure that the right will be used and that people being ran under such a government would want to see what goes on from the inside out. Foucault makes it clear that people would be able to make sure that prisoners are being treated that way that they should be treated, how hospitals are taking care of ill patients, and how society's youth is being educated to be the future of mankind because people not inside of the Panopticon but who are a part of the normal community would be able to see what the deal is inside of the place. .
" the Panopticon presents a cruel, ingenuous cage." (p.236). Although the Panopticon encloses people into a tiny room, it is really a thought of a genius only because it is an original thought that makes the community of the world as a whole where things are ran in a Panopticon more controlled. Through this, Foucault tries to say that it is so cruel yet such an ingenuous idea because of the fact that it probably would make people go crazy but it does control the way people think and approach their everyday existence.
"The Panopticon functions as a kind of laboratory of power. Thanks to its mechanisms of observation, it gains in efficiency and in the ability to penetrate into men's behavior; knowledge follows the advances of power, discovering of new objects of knowledge over all the surfaces of which power is exercised." (p.235). Foucault is stating that through the study and observation of man's behavior, an observer can look into what makes a man act certain ways in various situations. In doing so, the studies of such may very well help in future circumstances in which one would then be able to understand such mannerisms such as understand why people sweat when put under pressure or what makes a man go crazy if he knows whether or not he is being watched.
