Richard Quinney agrees with the above theory that poor housing and low income may force people to turn to crime for economic reasons.
He states that in Britain we live under a capitalist mode of production and the reason that crime exists is because of the unequal distribution of wealth and power. The state is biased towards those who own the wealth and interests of the upper classes. Also that crime committed by the working class is an attack on the capitalist system either subconsciously or consciously, and that this will lead to greater police surveillance. Then that will lead to more employment of the ruling class and even more unemployment for the working class. Thus making the need for crime for economic reasons increase. This will make all crime political; the workers will unite and overthrow the upper classes. .

A study by William Chambliss in 1976 proves the hypothesis that upper class behaviour is not seen as delinquent, but when the same behaviour is carried out by lower class members it is.
Chambliss studied two gangs that were seen as delinquent, one's members being from a middle class family and the other's members being from a working class family. Each member of the lower class gang had been arrested at least once and the middle class gang despite being the more delinquent had been questioned on occasions but had never been arrested.
Chambliss claimed that the reason for this was because they did not conform to the police's stereotypical image of delinquents their crimes were not taken seriously.
Many people have criticised the view that the ruling class both makes the law and enforces it, in its own interest, the reasons for this are because the concentrate on the clash between upper and working class people and ignore other social groups such as;.
Ethnic Minorities - who are discriminated as a minority without even being put in a social class.
Disabled people - people are discriminated because they have a disability, even before they are put into a class so a disabled, working class person would be even more unfortunate through no fault of their own.
