An effective MBO program has five steps: .
1) The program should be accepted and understood by all top managers and managers, because it is their mission to train their subordinates through this program.
2) Preliminary goals should be established so that the program can be run. These are the company's mission and strategy.
3) A) The managers explain their employees the firm's targets and ask them how they can contribute to accomplishing them.
B) Every manager meets individually with an employee and they establish together goals for the employee himself. These goals should have a time limit as far as their completion is concerned. .
C) The manager and the employee decide what resources exactly will the employee need while trying to accomplish his target.
4) During the period of accomplishing the mission the employee meets with the manager in order to see the progress and make some corrections to it always with the approval of the manager.
5) The final step of MBO is the evaluation. The managers evaluate every employer's goals and which of them have been met. Accordingly to their success, and to the size of the company and the company's reward strategy, employees get rewarded.
MBO manages to make employees to be active in the firm they work for as far as decision making is concerned, and helps to improve communication among top managers and employees. What is really important about MBO is that it makes employees feel important inside the firm and as a result they become more and more self-confident. Apart from these "good- issues that MBO offers, there are some difficulties on implementing it because all goals should be quantifiable, meaning that from the beginning goals should be established clearly and the results should not be different from what it had been predicted.
