             The second general requirement is that employers must provide and install fall protection systems for all ladders and stairways in a building or structure under construction (OSHA, n.d.). The employer are also required to comply with any other requirement under the subpart that requires the use of ladders, stairways, and their protection systems before any work can begin on a construction site. Majority of accidents that occur at construction sites arise due to inadequate movement of workers from one level to another. Subpart X ensures that employers fulfill all the requirements needed to prevent accidents happening at construction sites. Apart from requiring that ladders and stairways be installed in construction sites, the subpart also ensures that they are properly installed and have the relevant protection systems. The main aim of ladders and stairways is to ensure that employees do not fall while moving from one level to another. Fall protection systems ensure that the installed ladders and stairways serve their purpose without endangering the lives of personnel working at a construction site. The subpart also gives general directions on the nature, strength, and loads of the installed ladders. The directions, orientation, height, tread depth, as well as connection to doors and gates for stairways and ladders are given. For instance, the handling load of a ladder should be four times or more of the intended maximum load. All these provisions are meant to safeguard the integrity of the ladders and stairways, and in the process preserve the lives of personnel working at a construction site. .

             Failure to Provide Stair Rail System or Handrail on Stairs of Four or More Steps.
             A handrail is a safety structure that provides personnel with a handhold to support themselves while climbing a ladder. A stair rail system is a vertical barrier erected on unprotected edges and sides of a staircase to prevent workers from falling to a lower level.
