Due to low levels of mechanization, large resources of labor were required to achieve a given task. It was upon the managers to strategize and effectively engage all the employees in achieving these tasks.
             As the business world and world economies underwent various transformations, management took on a different perspective. Practices such as quality control, teamwork and diversity were introduced into management. These aspects helped to improve on the services and products offered by firms to the clients. In addition, they enhanced competitive advantages of a firm and helped to cut on costs. The trend continued as more research was done in the field of management and field experience provided insights on management. The development of the internet in late 20th century provided a breakthrough for researchers. They could now access more data from across the globe that helped them identify trends that managers were incorporating in their work. This paved the way for 21st century management.
             The 21st century saw the introduction of new concepts and ideas in the field of management. Total Quality Management (TQM) was heavily emphasized by managers in their work. In addition, managers realized that they needed to empower their employees such that they could make decisions regarding their work and the production process (Manage2001, 2014). Communication stood out as the most effective approach for dealing with matters concerning the management and operations of an organization. It also served well when important decisions had to be made in an organization. Organizations also needed to adapt to the changes that were taking place in the world. Technology and information management were taking the center stage in the operations of organizations and the management had to come up with ways of handling these aspects.
             Public sector management requires the right attitude, traits and personnel to ensure effective delivery of services.
