The result was a successful involvement in Outer Magnolia where a revolutionary party was formed, a provisional government of liberation and a native army, with the "People's republic" being created in 1924. .
From 1921 to 1924 there was cooperation with capitalism and the united front, a pragmatist decision due to enlightenment of the reality of the situation. In this period the Bolsheviks began to work together with other socialists and other countries as the expected world revolution had not occurred and would not for many years. The aim was to stop the formation of a united capitalist front against Communism "Our foreign policy while we are alone and while the capitalist world is strong consists in our exploiting contradictions" (Lenin). One such alliance was the treaty of Rapallo with Germany "the German Bourgeois government has an implacable hatred of the Bolsheviks, but such is its international position that against its own desires the government is driven towards peace with Soviet Russia" (Lenin). It cancelled all communal claims between the two countries, established diplomatic relations and assured the countries would "cooperate in a spirit of mutual goodwill in meeting the economic needs of both countries." It also led to the Germans using the Soviet Union as their secret production of airplanes, poison gas and artillery shells; however it also familiarized the communists with the most advanced military techniques. Furthermore the Communists participated in several other trade treaties including the Anglo Soviet commercial treaty in 1921 and the Soviet- German treaty. Overall it resulted in the Soviet Union being recognized by many European powers including Great Britain, France, Norway and Sweden. Also during this period the idea of Commintern played a lesser role and in met in 1925, 1935 and then not again until 1943.
The second period of Soviet Foreign policy came in 1925 and was labeled socialism in one country; a pragmatic policy that was a result of Russia's need to progress and become strong compared to the rest of Europe.
