Barangay V-A Poblacion is located at the most northern part of San Pablo City. It is considered urban and has a land area of 24.05 hectares. By the end of the year 2011, it had 580 registered voters but with 544 number of residents only. These comprise the 123 families or the 115 households living in the Barangay. With this population, 187 individuals or only 1/3 of Barangay V-A is working because according to the Barangay's data, the number of unemployed individuals is 357. The Barangay has an income of P856,322.86, and this came from different sources: (1) Internal Revenue Income with P741,228.00; (2) Local Source with P 94,594.36; and (3) subsidy from local government units with P20,500.00.
In terms of the Barangay council, it conducts regular sessions or meetings twice a month. They enacted general ordinances without public hearings. The following are what they post in the Barangay bulletin board: (1) Barangay plans and programs; (2) implemented projects in the Barangay and (3) Barangay ordinances and resolutions. They have an approved annual budget within the budget calendar. They conducted 2 semestral assemblies in the term 2010-2011. They also have a feedback mechanism through the use of survey. .
II. Group's View of the Barangay and Group's Recommendations .
The Barangay council meetings are attended by the members of the Barangay council: seven Barangay councilors and one SK chairperson. It is where they make decisions concerning the welfare of the Barangay. Each of the seven councilors and the SK chairperson can give out ideas for the Barangay, such as possible projects they could work on. Their project ideas go through the process of deliberation where each council member decides how much budget they can allot to it. Once decided, the projects are then subjected to bidding process where the contractors are to bid their contract price. Awarding of contracts is made based on the contractors' bids, the lowest bidder wins and the project.
