All of this can be done unknown to the developer and user of the program. In addition to the thirty million surveillance cameras; the NSA can activate any camera that's connected to a network. .
Your phone camera can be activated without you knowing. It doesn't have to be turned on for the NSA to gain access to your phone and operate your camera.
