But what about the employer's perspective view towards training and development during working within the company? Well accordingly to XpertHR research (Charlotte Wolff, 2011) most of them support this idea, granting requests for training and offering the employees days off in order to develop particular skills needed within the company. Not only workers had a positive attitude towards this cycle but employers also approve the appeal made by their employees to have the right to make requests for trainings. Europe is one of the continents that experience different rates of unemployment covering a variety of regions and industries hence there is no doubt that development along with training play an important role in the modern society. Without this process efficient production would disappear and from a recent research it was pointed out that there are positive effects on human capital, therefore influencing and raising the productivity of other colleagues that the employee is surrounded by. Considering that this is actually proven, the level of training and development in economy appears to be below its optimal level. .
To the extent of solving the problem, Germany came with an innovative policy for the employees to have the right to request time to train. The approach was later on followed by UK and France. The policy was based on some strong arguments which were centering two main points: "Promote and support work-based learning" and "Promote training that delivers real benefits for business" (BIS, Department for Business, Innovation and Skills).
