             The ECHR established a court which was known as the European court of human rights, the court was seen as an international court which will interpret and apply the laws of the convention, Based in Strasbourg France and consisting of judges nominated by members of the council. Since the establishment of the court people whose human rights are violated can take the case to court. Judgements made are binding on states concerned and are expected to execute them. .
             The Human Rights Act gives every citizen a clear statement of rights and responsibilities. And it requires all of us in public services to respect human rights in everything we do" (Blair 1999: 1).1 The human rights act came into play 2nd October 2000, set up to incorporate and protect the rights stated in the convention (ECHR). Designed to consolidate traditional civil liberties way of securing effective political democracy from the United Kingdom's strong traditions of freedom and liberty. The UK as a member of the Council of Europe acceded to the European Convention on human Rights in March 1951, not until the British citizens were able to bring claims to the European Convention on human Rights during the 1980's. The UK Government introduced The Human Rights Act 1998 with two main aims:.
             To bring the human rights contained in the European Convention on Human Rights under the jurisdiction of UK courts. This makes it possible for people to raise or claim their human rights within complaints and legal systems in the UK. The Human Rights Act 1998 therefore makes human rights more accessible – it is generally quicker, cheaper and more practical to bring your case before the UK courts.
             To bring about a new culture of respect for human rights in the UK. Human rights are not just about the law and taking cases to court. They are relevant to many of the decisions people make and the situations people experience on a daily basis.
