To rally up this idea they took a couple notes from Algernon Sidney; Sidney stated that, "In a popular or mixed government the body of the people is the publick defense, and every man is arm'd and disciplin'd.... The American government at the time was divided as we are today, but instead of having the Democratic and Republican Party they had the Federalists and Non-Federalists. Both the Federalist and Non-Federalists believed in allowing citizens to have gun, what was different about their views is the different regulations that they would like to apply on the second amendment....
